1987 ranger loosing power on upgrades

my 1987 ford ranger is loosing power over inclines replaced all parts but catalactic converter distributor and fuel filter (next on list) sounds like i have the choke on but 2,9l Has no such thing wasting fuel at an enormous rate help

i would first check the catalytic converter. before you replace it, disconnect the exhaust before the converter and run the truck and see if that helps.
