96 Linc. Cont. Air ride cont. wont cooperate, how do you test/ open the solenoid

I have a 96 Lincoln with the typical air ride problem (rear down and bouncy)and I have been trying everything on the sites to fix it. Including "tee tapping' the two, air line to the front, taking out the air pump and bench ck'd ok, and now I'm generally stumpped and not much money to let experts do it. Can anyone help me? The latest theory is the solenoid won't let me air it up manually, and the "brain" doesn't seem to tell the pump to start.
P.S. I have a Ford manual on cd, but it is not much help.
