Adjusting Shovel Head Tappet

When adjusting the hyd. unit on a shovel head the manual says "screw down until the the lifter is completely compressed,and then turn up 1 1/2 turns" when they say completely compressed does that mean compress the spring on the hyd. unit as well or only the piston in the unit?

only the piston then adjust thehyg.unit
