CEMENT GLUE REMOVAL FOR CONCRETE STAIRS.

i have outdoor cement stairs and i have removed the outdoor carpet and there is a thick layer of cement glue. im trying to remove it with everything i can think of but it will not come off. i wanted to prime it and coat it with a granite finish but im told it would not take until the glue is removed.
if you have any suggestions i would greatly appreciate it.
