Can my primary physician charge my co-pay to my secondary health insurance?

I am covered by two health insurances; primary Etna and secondary United Health. All of my physicians do not charge me the co-pay except my primary physician. He did not charge me for the past 3 years but now he does and I would like to know if he can charge the co-pay to the secondary insurance.
