Computer won't boot past the windows splash screen plz help

ok so I got this computer from my sister and I discover it has like 40 virus's on it, so I fix them and everything is fine. Then over the next couple of days my computer get slower and slower, until I go to restart it the windows slash screen pops up then it load the load it safe mode screen. none of the options on this screen work, no matter which on you pick. So I reformatted the whole computer and it didn't fix anything. Anyone have any idea's as to how to fix this? please help!

It may be faulty RAM or hard drive.

Try a system restore to a time you know everything was fine sometimes that does the trick.
