Do I replace a timing chain along with the belt? Wont start after gassing it up

I have a 2004 Hyundai Santa FE 6 cyl with $113,000 miles. After I put gasoline in my vehicle, it takes several cranks to start. This is the only time it does this which has been in the last few months. Why?
Also (unrelated?)the dealership told me I need a timing belt change, but that they do not change the chain. Is this true?

the car not starting right away could be a pluged fuel filter of possibly fuel pump is weak or 20 other things. Now with the timming belt they should be changed every 60,000 miles, and you dont have a chain on that car you have a belt, you dont have both one or the other.
