Frost Plug Pops, why?

We have a 1998 Jeep Cherokee Sport,and yesterday the "Frost Plug" popped out and we lost all the coolant. Can we buy these frost plugs and put them in ourselves and how much do they cost(we`re Canadian)? Also. why do they pop without any notice in the first place?
