HONDA PASSPORT HEATER PROBLEM (ELECTRICAL) me thinks

A friend of mine 's son has a 1995 honda passport with a heater blower problem. The heater relay is not getting power to activate it.,if you engage the relay manualy everything works as it should. Relay is fine and power at ign. switch is fine. no blown fuses. Has anyone had this problem? the heater control also checks out OK HELP PLEASE!!!!!
