Incentive to spend Government refund

My question is, the (incentive to spend) refund that the government has determined to begin sending out in may of 2008, will a custodial parent who is recieving child support recieve any or all of the refund that would have been given to the other parent?

Whichever parent(s) are claiming the child as a dependents on their tax return will be eligible for the incentive. See www.irs.gov for specifics.
