Is the service charge fee the same as a gratuity

I work in a hotel, and I'm kind of confussed about a service charge. I know if there is a banquet function at the hotel, there is a service charge fee of 19%, on top of the tax.

Should the staff receive that service charge fee? or do the hotel keep that charge, and pay taxes from it?

In Massachussettes, New York, Montana, and other states if the service charge is in lieu of the tip then it needs to be paid to the staff. In certain states it does not.
