Does anybody know a list of features for the mailing list software "Delivered by mailman version 2.1.7.cp2 python powered"?

I believe you are referring to the GNU Mailing List Manager found here:
http://www.list.org/

The features in the latest version are listed on this page:
http://www.list.org/features.html
unless you specifically need the features found in the older version 2.1.7.cp2 for which there is a "NEWS" link on that same page along with a "Bugs and fixes" link which discuss features in each version.
