They may look quite similar. Rats or birds will build a nest with a rigid structure in the outside to keep its shape but soft in the inside for comfort. They will build their nests in the nature with material they can find around their habitats.
Rats build their nests from materials that are soft, fuzzy, or warm such as shredded paper, bunches of dry grass or small twigs, fabric, and furniture stuffing. It is similar to bird nests which have mainly small twigs wavings and soft grass, feathers and paper shreds inside. Bird nest will be located on trees or other high locations while rats like firmer grounds, although they are good climbers . This site describes how the wild rats live and bread in burrows.
