Referrals vs recommendations

What is the difference between a referral and a recommendation.

Referral is when you pass on information ie; to a person or in text books etc
Recomendation is when a referral is noted and then reccomended for he or she to act upon.

a referal is where a person passes on somthing to another and they will act on it.
a recomendation is information passed on for another to be aware of.
that is if this refers to medical chat
