Stamp Price Consequences

So apparently postage went from $.39 to $.41 back on 10 May. If I were to have attached a $.39 stamp on an envelope and sent it off without a return address on 1 June, would it arrive? Does it get to the addressee slower? Is there second class postage? Will they bill the person on the receiving end for $.02? Will the check be lost in Neverland?

I was at the post office the other day and the worker there said that for the first week or so after the change, they typically let the letter go through with no problems. After that the letter will be stamped insufficient postage at the local or regional branch and sent back to your address.
