Starter will not turn on when key is turned on.

I own a 1990 Cadillac Deville with a starting problem. When I turn the key to ON everything comes on except the starter. The starter is good and will turn over if I jumper it.

sounds like maybe a wire is corroded or broke in the ignition switch or somewhere between it and the starter, if it passes a continuity test, maybe the solinoid on either the starter or the one on the fender wall is faulty, hope this helps
