Who can purchase a satillitte other than an research firm or radio or television

Can a private person who does not own a business purchase a "satillitte" that
has the capacity to shoot beams of light that are covered with radar or other
like optics and then shoot such individually down streets of a city or other
positions such as parks or on people hiding under trees.

Dave,forgive my lack of technical terms. Think of a satillitte that has
"portals: that emit light such as a GPS system would operate with circuitry
to locate destinations.I know that GPS is point to point. This is an application where the satillitte is being used by a "citizen" to deliver light
sources, from the locations where satillittes are located to the earth as a
light source this swerves in clockwise and counter clockwise,can a citizen own a satillitte? Wouldn't this be a very expensive proposition, or is is possible for a citizen with the right technologicial knowledge to connect with an already in place satillitte for his light rays to be delivered to the earth?

I can tell you that satellites cost many millions of dollars to build. The one I used to work on cost a few billion dollars. It would be nearly impossible (both intellectually and financially) for any individual to build their own satellite and launch it into earth orbit.
