PROBLY NOT MUCH, LUCKILY HE WAS ON A LEASH, BUT PROBLY NO LAW BROKE, AS THE GUY ON THE BIKE WILL JUST SAY, "I FELT LIKE THE DOG WAS GONNA BITE ME" AND THAT HE PROTECTED HIMSELF, oops sorry for the caps!! but any way, did he hurt the dog? if so, i would probly call the police and let them know the situation, and if nothing else, at least he will have to make a police report and then you might very well be able to take the bike rider to court to pay the vet bills, as long as the cop notes that your dog was on a leash, , and when the cop comes, he can better tell ya the options you have..
the bike rider may have been scared of dogs, but as long as the dog was on a lease and you were on other end of leash, there should not be an issue, unless your dog lunged at him trying to bite or attack him. but go talk to a policeman and see what they say.
Here's the deal man. I am a avid dog lover have 2 also a bike rider dogs even love to go on the bike trailer. The thing is it's up to us to be responsible pet owners. Shorten your leash be awere of how your dog response to his surrounded and you handle your dog accordingly. Note when your on a bike dogs are a big threat and you tend to just respond defensively. As far past issue unless your buddy is realy hurt not much you can do.

Animal control would come to your home to make sure the containment you are providing is conforming to the order the judge set forth, then your dog would be returned to you (if taken for quaranteen). This is also true if your dog has bitten someone and it does notnecessarily end in law suit. Example being: my neice was staying with me 2 weeks and my boxer for no reason to me had attacked her. I took her to the ER and she received stitches in her head. I got 2 options; they could quaranteen him (with charges) or I could (given I provided an approved contained dog run with lock etc. For two weeks until they were able to determine the dog did not have rabies and pending a possible lawsuit (had it not been my 9 year old neice) and investigation. Remember, these are case by case situations that if it goes in front of a judge or if someone is attacked or bitten, may end up at the judges discretion and the dog may very well be ordered to be put down. It is also illegal to let your dog 'harass' 'chase' or scare people wheneve they are on public property like a street.
