how do I restore my active desktop on my computer and prevent my computer from freezing up?

Not sure what you are asking exactly. Active Desktop is used to overlay live web content on your desktop. From the way you phrased your question it seems you may be seeing an error a white desktop background with a similar statement saying your active desktop has failed. That can be from any number of reasons. If you are wanting to disable it (which will normally speed your computer up, especially an older one) you can right click and there is a menu option to disable it.
