what happens in a circuit where the voltage is to low?

it depends on the circuit, but most likely the transistors won't have enough power to turn on and the circuit will do absolutely nothing

If the input voltage is too low the circuit wont give output because internal distruction of the voltage takes place in the circuit:-):-):)this is based on the circuits:)
