Blood is both blue and red inside the body. Oxygen rich cells are red while CO2 rich cells are blue. The reason we only see red blood outside the body is that the cells immediately turn red when they are introduced to the oxygen in the air.

There is no blue blood. Blood is always red wether it is bound to oxygen or to CO2.
The reason we observe blue vessels and red vessels (look at your hands) is because of the thickness of the blood vessel. Veins which return blood to the heart are looking red because they are very thin and transparent . The arteries look blue but they carry oxygenated blood from the heart to the body and those arteries have very heavy walls to be able to stand the blood presure and the thick walls give the impression of blue .
