can a female dog leak milk without being pregnant

In some cases yes. Dogs sometimes have false pregnancies after being in season, even to the extent of making milk.

I think your dog may need to see a Vet. She may have a yeast infection in one or more breasts. If she is lactating, and was in heat and was with other dogs, I would think she is pregnant. Has she recently been in heat? Personally, I have never know of a false pregnancy in a dog, but I am not an expert.
