front damage to wheel well

how to get a buckle out of passengerside wheelwell of a 1999 626 4cyl? The dammage is caused from rear ending a car. Its pushed into the bottom pulley.Tried about everything but cutting it out.Also the air bags deployed, and do you have to take to the dealer or can I just cut them out and get new covers
