gas in airfilter compartment of 80' monte carlo

poor fuel economy, while checking basics found great deal of gas in airfilter compartment, filter wet, would this be due to choke being too wide open? and how would I adjust it if so? Thank you for any advice

if this is a carburated engine then it sounds like maybe the floats are sticking in the carburator. i would recommend rebuilding it to include replacing the needle valve for the floats which should come in the kit.
