Most likely a vaccuum leak. Look for a broken or rotten vaccuum hose going to the intake manifold. Also listen carefully for noise like sucking air. Fords use a type of rubber for the smog control lines that has a tendency to rott and the suction from the engine intake can suck a hole in the line. If you cant locate try lightly spraying some carburator cleaner around the hoses and intake manifold, the RPMs will rise when the cleaner is sucked into the leak, giving you an idea where to look.
