My car makes a whistling noise when its cold outside, when it warms up it goes away,
it has new belts, and water pump, and tensioner, and pulleys the noise is coming from the intake area.

Double check the intake for any obstructions near the throttle body. Also ensure that the intake system is functioning properly (check parts such as the IACV)
