need help w/system problems can't figure out how to fix it

I recently got my pc back from my children they wiped out my admin account and i have alot of different users and admin it only allows me to to set up a remote account (domian or work group) how can i wipe out all other users?
please i need help bad i'm going crazy i don't know much about pc lingo
