after drivung vehicle for about 15 min should radiator cap be hot or cold

Depends on many factors including, but not limited to...

Outside ambient temperature winter time or summer time.
Driving condition, high revving aggressive driving, or casual slow acceleration driving
Engine in question, some cars have high compression ratio engines (Volume of any given cylinder when piston at top dead centre. Divided by volume of cylinder when piston at bottom dead centre.)
Weather engines emission controls, and cooling system are operating correctly.

The short and simple answer is yes, radiator cap on a typical car should be not hot, but warm to the touch.

If intention is to remove always exercise caution. Wait several hours until engine is cold before removing since escaping steam can burn.
