sunfire headlight problem

i have a 2000 sunfire and when i turn on the headlights nothing happens. when i put it in gear the drl come on. the only way i can get the headlights on is to put a piece of paper behind the arm and against the steering column to pull it forward a bit. i've replaced the whole are assembly and still not working properly. any suggestions would be appreciated.

check the fuse or relays, or it could be the headlight switch.
