the rpm will drop to below tick over

this is a little confussing. are you saying that it does this when it's not supposed to? please give more information

If you are you saying that your rpm gauge will go over the top and get stuck below on the bottom side of your 0 Tick mark... you probably have computer issues that control the gauge. I had an old jeep that would do that when the dash got wet. After a couple of restarts the computer would realize it was in a faulty position and reset it. Again, I agree with TC, this is a confusing statement.
