why does my heater and blower fuse blow

i have a 1991 chev cavalier 2.2 liter with a/c. my heater fuse keeps blowing,if i slide the heater control 3/4 the right towards more heat the fuse is ok. i changed the heater sensor, by the thermostat houseing and repaired the black wire on the sensor below the heater sensor. this lower sensor only has 1 wire. the blower and heater were ok for a week then the fuse blew again,no heater or blower

Clarification by garfield
the fuse only blows when useing full heat controls. ijust changed the fuse and slid the control levers 3/4 the way over to full and left them ther, the blower works fine on this setting but no heat or very little heat??
